According to the request of the important thought of Three Represents, the rural grass-roots organizations play an paticular role in leading the hard-working farmers to get rich and promoting rural economic development and social progress. Xinjiang is a multinational region, low -lever development of economy and the position of split and anti-split still austere, thus, the construction of the rural grass-roots organizations become more important in vindicating steady rural society and speeding the development of rural economy.Offer commonality services to villagers is one of the rural grass-roots organizations’major functions. It is impossible to solve“the problems of villagers between their leaders”and to construct the rural grass-roots organizations that the villagers feel satisfying, if we don’t consider the villagers as principal parts or think over the villagers’benefit. This paper tries to find some methods and measures to upgrade villagers’satisfaction degree and to construct the harmonious rural grass-roots organizations.On the basis of analysing extensive literature, this paper firstly analyzes the villagers appraise their leaders by the villagers’leaders own quality, rural economic development,social service, policy advocacy and implementation, construction of organizations, like this, designing questionnaires to investigate the villagers and their leaders. Secondly, factor analysis was used to analyze the villagers’satisfaction degree, five common factors were got, and their degree from high to low is the villagers’leaders own quality, social service, policy advocacy and implementation and construction of organizations, collective economic development, construction of featured industry and infrastructure. Lastly, twelve factors of the villagers’satisfaction degree were tested byχ2, four influential factors were selected, these were gender, the type; annual net income of the villagers; whether financial affairs opened or not. These four factors were analyzed by cumulative logistic, the conclusion was it was positive correlation between annual net income of farmers, whether financial affairs opened or not and the villagers’satisfaction degree, between the villagers’type and the villagers’satisfaction degree was negative correlation. The degree of four factors form highness to lowness was gender, whether financial affairs opened or not, the type, annual net income of the villagers.Based on the above conclusion,the correlative countermeasure and suggestions focus on upgrading the abilities of the villager leaders and the level of inspirit.One side,upgrade the abilities of the villager leaders from their own quality,social service, policy advocacy and implementation, collective economic development, constructin of featured industry and infrastructure; on the other hand, improve the level of inspirit, include improving villager leaders’welfare, providing endowment insurance and other inspirit.
