Abstract


With the development of the reform, China has entered a period of social and economy in transition, which is also a period of public emergency-prone. How to enhance the local government on policy execution to deal with public emergency and then advance the whole capacity of emergency management from the local government has become a major issue to test the local government in the ability of policy execution during the period of transition. Hence, It’s great important to explore and research the emergency management and rule from the current local government. It’s an urgent task to construct harmonious society complete with stability and good order. Innovating and improving the crisis management system and enhancing the local government on policy execution should be as the top priority on the basis of the new features of our current unexpected events and problems of emergency management from local government.The local government as the main force of emergency management, its policy executive superiority is directly related to the success of the emergency management. According to analysis, the main forms of the weakening executive ability from the local government in the emergency management are slack in information transmission, slow response for emergency action and inadequate accountability of officials and so on. The weakening executive ability from the local government is attributable to a variety of factors, including imperfect organization, unsmooth communication for information, feeble consciousness for guarding against disaster, faulty systems of laws, insufficient emergency energy source and impeded construction for talents squad and so on.It’s an important significance of socialist harmonious society to improve local government executive ability on emergency management. Using the beneficial experience from home and abroad, and according to the problems existing in the local government executive ability on emergency management, the local government is able to improve its executive ability through the following aspects: perfect organization for emergency management, sound legal system, smooth communication system for information, broad social forces and sufficient supply and distribution of emergency resources.
