With the development of education in public administration, case teaching is more and more respected. Case teaching is conducive to stimulating interest and enthusiasm of students and developing students’practical ability, innovation and team spirit of cooperation. Characteristics such as practice, the contingencyor situational, complexity of public administration demand for the implementation of case teaching. However, the current poor case database building of China’s public administration restricted case teaching and became weakness. Therefore, to promote China’s public administration case database construction is necessary and quite urgent.To carry out the construction of public administration case database need to first solve the problem with the organizations and input of fund. Research team should be established ,which is composed of the first line of teachers, graduate students, public administration experts, education experts, case base maintenance personnel and case-base marketing personnel. Specific case studies center should be established, and all teachers will be encouraged to participate in. A variety of channels to guarantee input of funds are available like financial allocation, subject of funding, copyright and case sales, and public organizations donation.In order to promote public administration case teaching, to improve the quality of case database construction, to overcome the waste of human and financial resources, China’s public management case database should be constructed jointly and shared all over China. Basic form of construction China’s public management can be:Sub—Committee—China’s Public Management Case Database Construction Steering Committee—can be set up under National MPA Education Steering Committee. A national unity case database—"China’s Public Management Case Database”—can be build by the Sub—Committee through its planning, organizing, coordinating, evaluating and integrating the resources and strength of colleges and universities across the country.The scientific process of public administration case database building can be divided into five stages of 15 steps, including planning(to master plan ,to identify topics of cases, to draw up an outline), collecting material(to contact research object, to prepare research outline ,to carry out investigations , to collate survey data), Writing Case(to screen case material, to think for writing ideas, to write the first draft case ,to conduct revise and improve), maintenance and development(to try testing, to maintain storage, to promote the development), summary and assessment.Quality standards for a single case of public administration case database include authenticity, purpose, accessibility, analytical, depth, integrity, typical and so on. The quality requirements of the entire case base include rich number, complete variety, timely update, and localization, etc.
