Abstract


Scientific and rational civil service performance management will help improve the civil service job performance , there is conducive to the enhancement of the quality of government services and become the focus of attention of today's scholars , civil service performance management , is currently the hot spot of government reform , and the implementation of the service-oriented government \open grass-roots work performance of civil servants to improve performance management of grass - roots civil servants working relationship between the degree of realization of \Performance management of civil servants working at the grassroots is far from perfect , and the lack of scientific evaluation of all aspects of the moral character of the civil service , performance , ability , the lack of impartiality of the examination results . Of the existing problems in the performance management of the civil service , the government has begun to pay attention , in this context , Guannan first county-level cities in the country to conduct a performance management reform . Through research , I found out Guannan performance management problems , analyze the reasons , try starting from county-level civil servants working characteristics , performance planning , performance appraisal and performance feedback are three elements to a perfect performance management countermeasures. Performance planning session , the 360-degree assessment methods assessment of the civil service quality characteristics , behavior observation scale method assessment behavior of civil servants , the evaluation subjects divided into county government agencies and units of the civil service ; aspects of performance appraisal raised the importance of the training of appraisers communication mechanism ; performance feedback link highlighted the importance of performance interviews , to achieve performance improvement through performance interview , which helps to further improve performance of the civil service work .
