Abstract


The Grass Roots Organization(GRO) is a branch and also an important part of the Non-Governmental Organization(NGO). Since 1990s, the GRO has been developing dramatically fast with its own identities, including its non-governmental, nonprofit and grassrooted characteristics. Now its activities cover different kinds of areas of peoples’life, and it plays an important role the government cannot substitute for. Meanwhile, as a new kind of organization, the GRO is far away from mature, which means it needs to be supervised by the government and the law, by which its development seemed to be limited.In this paper, I use the theory of Maslow’s Hierarchy of Needs and study the frame of relation between the country and the society. I also study GRO’s appearance, development and ways of acting and analyze the problems like the relation between GRO and the government in order to demonstrate the same goal between the government and the GRO in their fundamental benefits and actual actions and finally solve the problem of common development between them.
