Abstract


Since the 1980s , China 's third sector began to emerge , rapid development and become a new role outside the government, enterprises , broad participation and penetrated into all areas of society activities . In the rapid development of the third sector is also facing many problems. Among them, the Government and the third sector relations positioning has been crucial for the development of the third sector . Research combing through the third sector , combined with field research specific and in-depth analysis of the current development of the third sector in China , and its relationship with the Government the status quo . This thesis uses the theory of government failure , market failure theory analysis of the Third Sector emergence and development of special historical reasons and realities . Literature , empirical research methods , the overall research and case research . Research examples , concrete analysis of organizational status quo as the starting point , further pointed out that of the Third Sector has its own unique functional advantages , enhance the performance of public administration , promote the autonomy of the social order and stability , has a very good cover . Its own lack of talent , organizational structure instability, lack of credibility of the organization . In addition, the development of the third sector in China is basically a government-led , third sector itself, the lack of autonomy and independence . Of third sector organizations and government relations still exist dislocation , on the basis of research , the paper analyzes the reasons for problems and make recommendations on: the third sector as an important subject of public policy , still need government oversight to guide and management; government and the third sector need to accurately locate each other , equality and cooperation , so as to be effective and rational use of social resources to promote the harmonious development of society and progress .
