Abstract


Foreign aid policies has always been an important part of a country’s foreign policy, and the purpose of it is to is to expand the influence of a country. In other words, it is a kind of soft power investment. It needs second thought on the way of aid, for the crucial purpose is whether the aid would achieve the oringinal plan.This thesis reviewed the history of the Soviet Union’s material aid to China which majored in economic and nuclear aid. From the purpose of the aid, we analyzed the relative change on national strength between Soviet Union and China, especially the promotion of China’s power. The aid from Soviet Union paved the way of China’s development; but at the same time, Soviet Union met the problem of undergoing the collapsion with China. This situation is as difficult as dollars before Bretton Woods System collapsed: the USA provide dollars for world is to conslidate its hegemonic position, it is the same as the purpose of Soviet Union provided aid to China. But the USA and Soviet Union couldn’t predict the results. The alliances theories is the base of this article’s theory part, borrowing the“Triffin Dilemma”, drawing the new viewpoint about fall of Sino-Soviet alliance. In this article, nuclear assistance is an important case.Sino-Soviet alliance collapsed finally, it may be a good thing for this two countries. Soviet Union wouldn’t provied kinds of aid for China. China also needn’t follow Soviet Union. But obviously, the fall of Sino-Soviet alliance is a loss for them. They lost an important ally. By now, no one can predict if Soviet Union and China could compromise each other, and there was a strong and suitable mechanism, the ending of Sino-Soviet alliance would be continue or collapse.
