Abstract


Addressing climate change has become one of the core issues of global politics’and economy’s landscape. It is a general consensus to the international communitythat the foreign aid plays a significant role in enhancing developing counties’ capacityin tackling climate change. China, as a big responsible country, has provided foreignaid for climate change to many developing countries through the channel ofsouth-south cooperation. China’s foreign aid for climate change has madeconsiderable effect.Considering the close linkage between foreign aid for climate change andinternational climate negotiation, the paper reviews the20-year’s history ofinternational climate negotiation. The balance of two track negotiation has beenbroken due to the emergence of the Durban Platform. The fundamental structure ofthe North vs. the South has been shaken with the increasingly growing contradictionsbetween mega-emitting nations and little-emitting nations. The author furtheranalyzes the status que of global climate aids by case studies of climate aids from theUnited States, European Union and Japan, and discusses differences in aid needs fromdistinctive aids recipients such as African nations, small island states and the leastdeveloped countries.The study discusses the features, organizing mechanism and management ofChina’s foreign aid for climate change and focuses on the scale and content of China’sforeign aid for climate change. The author categorizes China’s foreign aid for climatechange as agricultural aid, clean energy aid, water resource management andutilization aid, infrastructure aid, adaptation capacity building aid, human resourcedevelopment aid and materials donation aid. The paper then summarizes the effectsand significance of China’s foreign aid for climate change.The last part points out shortcomings of China’s foreign aid for climate change andputs forward possible policy suggestions to better China’s foreign aid for climatechange. The paper suggests that aid organizing mechanism and management beoptimized, aid planning be improved, specific aid program be launched, and aidstructure be adjusted. Meanwhile, China shall embrace more multilateral cooperationin foreign aid for climate change, stimulate more bodies to play bigger role in climateaid and establish a sound climate aid evaluation system.
