Abstract


The concept of governance is a basic category of the Marxist theory of party building , the theoretical premise that must be addressed by strengthening the Party's governance capability and improve the governance level . From the height of managing state affairs , the Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China proposed the concept of people - centered development .
