Abstract


Educational equity is the cornerstone of social justice . With the expansion of the scale of higher education , providing more opportunities for higher education , which greatly promoted the higher education fair . Meanwhile, with the development of higher education and social development and change themselves , higher education inequities still exist , and exhibit new forms. Higher Education Research unfair performance and responsibility of the government analyze this perspective , has practical and theoretical significance . In this paper, public administration, public administration , and higher education on the basis of fairness and trying to educate the basic theory of government responsibility , fair analysis of the government 's responsibility in higher education , to help clarify the Government's commitment in higher education fair content and scope of responsibility to help the government take targeted measures to further promote higher education fair , in order to advance social justice and harmonious society . In this paper, higher education fair transition of government responsibility for the study, by analyzing the transformation of higher education in equal opportunities, and the process was fair , equitable result in the emergence of new inequities and the government 's lack of responsibility and reason . Further clarification of the government in higher education 's responsibility to build a fair in the government 's responsibility in higher education system, including policy responsibility , resource allocation responsibility , regulatory responsibilities and security responsibilities .
