Abstract


Under the conditions of sustaining high growth in the construction industry output, safety issues of building construction becoming more and more prominent. From the perspective of safety responsibility, safety manager of construction enterprises was directly facing the construction site, for a better understanding of the construction of the security risks. A good security manager can not only improve the quality of corporate safety culture, but also can use scientific management methods and advanced methods of work to make a scientific evaluation of the various risk factors and development of accident prevention and control measures. The face of the building construction safety, construction companies have not been address security problems and study the production management according to human resource development and management level in the construction.Applicating competence theory , security management theory, construction management theory and other related safety theory , papers present manager competency safety concept management of construction enterprises according to situation of construction safety. Designing questionnaire responses of competency model , and collecting data through construction enterprises questionnaire survey of the safety management, using SPSS operate statistical analysis, reliability analysis , extract indicators reflecting the competence factor and obtain construction enterprises qualified security managersforce model. Then determining the matrix structure according to the collected data , papers conduct a comprehensive assessment to model index of competence and determine the dimensions of competence and degree of importance of each indicator by AHP.Under the premise of the connotation of construction safety management personnel competence with a depth study, the article use the empirical research to find the relationships between competence and safety performance . The first step questionnaire designed to collect data and safety performance. The second step reaction according to the collected models of competence and safety performance data, using SPSS analysis software for enterprise security management competence and performance of the correlation and regression analysis. The third step is further demonstrated by the reliability and validity of evaluation system to obtain competence and safety performance of the relational model.Finally, according to the construction of enterprise security management by the Competency Model and competence and safety performance of the relational model,the author find the main factors which affect competence and safety performance. This article further discussed the strategy to improve the competency and safety management performance,in order to find concrete ways and means to improve construction safety management and staff competence levels and safety management performance.
