Abstract


Production and Construction Corps is a set of semi-government, and military enterprises in one of the militarization of the management system.Currently, this system exists only in territory of Xinjiang Uygur Autonomous Region (here in after referred to as Xinjiang), is an important part of Xinjiang, the Xinjiang mainly responsible for the "Cultivating in" an important task.Xinjiang Production and Construction Corps (here in after referred to as Xinjiang Grop) has officially formed frnd om the carry forward with the hard work and"Conditional to reclamation, no conditions to create conditions will do,too" entrepreneurial spirit, the development and construction for the stability of Xinjiang aXinjiang have made important contributions.With the help of the regional ecological environment at home and abroad of the quality and service quality are more and more used to the concept of Ecological Footprint and related, according to Statistical Yearbook of Xinjiang Production and Construction Corps (2005-2009) 2004-2008 in Xinjiang Corps environmental quality and quality of service to do quantitative and qualitative analysis and research. The results showed that: Xinjiang Corps annual growth in per capita ecological footprint, the ecological supply of productive land, reducing year by year, the ecological deficit has expanded each year, Xinjiang’s development is currently in the state of unsustainable development. And calculate the part of Xinjiang Farms area of biological resources in 2006 accounts, by comparative analysis shows that the current environment within Xinjiang and sustainable development vary widely. Mission field, especially the poor most likely out of the economy in the absence of pressure, and then put a heavy burden of environmental degradation.View of the ecological footprint model has limitations in the use of, this supplement is calculated Xinjiang 1980-2008 Xinjiang actual changes in arable land area, population changes in Xinjiang, and the acreage of cultivated land changes in the proportion of cultivated land change information, and are established and fitting a mathematical model to predict. The results showed: in the existing development model, size and speed under the same conditions, to the population of Xinjiang in 2020 will reach 250 million, per capita arable land to 2 ha / person, the rate of newly cultivated land area due to slower rate of increase in plantings, probably in 2015, has reclaimed the land reclamation and new planting will be used for development.Through the study concluded: the ecological environment of Xinjiang deficit increased year by year, the deterioration of ecological environment is moving in the direction of development. Ecological land under increasing pressure, the land now in the use of depleted-style way back in the decreasing arable land resources, the growing environmental impact, land salinization, desertification is serious. Coupled with extensive industry is still in development mode so these problems will seriously affect the sustainability of the development of Xinjiang and long-term stability. Therefore, we propose to limit population size, and improve population quality; protect farmland, improve yields, limiting new open farmland, strengthen the agricultural land use of the scientific management of industry; to develop water-saving agriculture, ecological water does not run; use of the scientific development concept philosophy to guide practice, promote clean energy, development of circular economy measures. Xinjiang eventually towards full sustainable development.
