Abstract


In recent years, the \In Europe and the United States attaches great importance to corporate social responsibility of multinational corporations, to our country in some system is not perfect, imperfect laws and regulations vulnerabilities, often contrary to social responsibility activities: tax evasion, not full payment of the wages of the employees wages below the minimum guaranteed wage; production and marketing of products harmful to the health of consumers, so that the state and the interests of consumers have suffered a great loss. In short, the corporate pursuit of profit maximization, indifference to labor wages, benefits and wanton violation of the labor contract, the contempt for the working environment for the pursuit of economic interests and set environmental pollution disregard reality reflects the social responsibility seriously missing, leading to disorderly competition in the market, the resources are not effective and rational way to configure and use, a serious impediment to the sustainable development of our economy and enterprises. The reasons that lead to the above problems is because of the lack of corporate social responsibility incentives, the legal environment, the system of supervision and evaluation tools, enterprises to maximize profits as a goal to be pursued, while ignoring or even damage the interests of other stakeholders. Seen in this light, to fulfill their social responsibility, is the trend, and also to improve the the enterprise competitive forces and an important part of building a harmonious society. Corporate social responsibility movement in our country, the full implementation of the enterprises to take up their social responsibility, relying solely on enterprise voluntarily is not enough, the government must play a role. Then, the government is how to determine its role, how foreign governments to promote corporate social responsibility, the Chinese government in advancing mechanism construction and practice of corporate social responsibility to fulfill what role is the main content of this paper. The thesis is divided into six parts: the first part introduces the question of background and research purpose, meaning, ideas and methods, carding system and the research literature on corporate social responsibility at home and abroad. The second part describes the meaning and content of corporate social responsibility. The third part analyzes the status quo of the lack of corporate social responsibility in China, including product quality, consumer protection, protection of the rights and interests of laborers, safety risks, corporate charitable giving 5; Second, in the basis of the analysis of the status quo elaborated on the reasons for the lack of corporate social responsibility: (1) inadequate legislation, weak law enforcement; (2) government regulatory system is still not perfect; (3) quality inspection standard static lag; (4) corporate social responsibility awareness weak. The fourth part of the government to promote the need for corporate social responsibility mechanism construction analysis, are: (1) build a harmonious society; (2) the inevitable choice to achieve sustainable economic and social development; (3) enhance national and regional competitiveness; (4) to improve the economic performance of enterprises; (5) The market mechanism is insufficient voluntary commitment to social responsibility; (6) the government has to promote the advantages of social responsibility. The fifth part, draw on the valuable experience of the foreign government in promoting corporate social responsibility, mainly in Sweden, the United States and the United Kingdom, for example. The sixth part of the role of the government in the construction of corporate social responsibility mechanisms, reflected in: (1) the legal environment, (2) incentives (3) supervision system (4) certification standards.
