1970s , with the rapid development of the world economy , the environment appears serious damage , energy shortages are beginning to realize the environmental and energy issues , human eyes are turning to renewable energy . Biomass as a renewable energy favored countries in the world , but they have a single law of the development of biomass energy to promote the rapid development of the national biomass energy . Biomass energy requirements in our country mainly scattered of the People's Republic of China Renewable Energy Law \operability , in order to solve our energy and environmental problems , China is also an urgent need for biomass energy source separate legislation . This paper first departure from the meaning of the biomass energy , biomass characteristics and the type contained in the system , and further information on the status of the development of biomass energy in China . Followed by articles from the theoretical level, the necessity and feasibility of our concept of bioenergy legislation and legislation . The author also from the perspective of jurisprudence , legislation and environmental and resource protection law , construction of the Basic Law of the biomass energy in China . In the article, the author discusses the guiding ideology of the Basic Law of the biomass energy legislation , the basic purpose of the basic principles and the basic system . Finally , I also discussed other issues of China 's biomass energy legislation should be noted . Of biomass energy legislation in order to achieve a theoretical basis for the development of biomass energy in China brainstorming .
