The safety is the Life Line of business enterprise, particularly is to pass the electric power system of national policy people’s livelihood.Past several decades, the electric power profession carried on a lot of studies and research in the safe production control and tallied up a some good working experience and method and built up a series of regulation system, formed a set of effective management method and rose certain positive effect to the electric power safe production.But can not deny, either, with the safe management theory and fulfillment comparison of domestic and international forerunner, also exist a certain margin, the headache cures a head, the feet pain cures the phenomenon of feet universal existence, the safe management of the whole electric power system is thicker to put, lacks system and prospect, it is as a result that the safe production control level isn’t even, the safety liked while producing situation bad.Therefore with systematize, the process turn, the norm turn of thought, set up the principle of keeping on the improvement, from management the contents, method and process and behavior manages etc. commence and aim at charged barbed wire net business enterprise risk and build up the mode that the process management of a set of system lays equal stress on with result management’s producing implementation"specimen and cure" to the safety, and form long effect mechanism, is solution at present the effective path of safe production control problem.Construction and development safety’s producing risk management system is southern charged barbed wire net company’s innovation in the safe production control, is also the safety of implementation"safety first, prevention for lord, comprehensive manage" to produce the concrete embodiment of policy.Safety production risk management system is regard risk control as principle line, with PDCA shut a wreath management for principle, put forward risk control and management contents, pay attention to the risk analysis and valuation of before the event, run before to control risk, move before the pass that the safety guard against, carry out the norm of electric power system to turn a management, help the safe production of electric power to grow the establishment of effect mechanism, consumedly raise the safe production control level of electric power business enterprise.The article divides three chapters and leads into the background and meaning of safe production risk management system from the Shan tail electric power system respectively, system construction of basic process, and system construction of valuation and improvement etc., elaborated Shan tail in detail charged barbed wire net construction safety production risk management system of process and achievement.
