China is one of the important citrus origins over the world.As a pillar industry in south area, it contributes immeasurably to farmers’income increase, job enlargement and ecological environment promotion. However, since the end of 1990s, it has been a tough’ job for farmers to sell out their products with the agricultural market changing from seller market to buyer market.Accordingly WTO will witness gradual opening up of agricultural market, more violent market competition and an overall international competition age of citriculture.Under the new situation, the key points in keeping sustainable development of citriculture is how to speed the citrus industrialization, promote its competitiveness and develop new growth pole on the base of original market share.This thesis systematically presents the fundamental theories on the development of citrus industrialization from the view of law science, industrial economy and economics. It elaborates from Interest and interest mechanism theory, Equal Development Theory, Safety Value Theory and Market Regulation Theory on law basic theories, utilizes Industrial Structure Modification Theory, Combination with Production, Research Theory and Macro-economic Control Theory on industrial theory, analyzes interest distribution theory and competitive advantage theory on economics, so as to probe a detailed legal institute system perfect mode on Chinese citrus industrialization.At the same time, on citrus industrialization this thesis proposes valuable suggestions by giving a deep research to the advanced experience of countries and areas, such as U. S.,Brazil,and Australia.This thesis takes example by present development status of Yichang citriculture from typical problems and causes of formation. It wholly analyzes the legal issues from the aspects of subject, safety, information and technique, etc.,proposes the thought of legal institution systematization, so as to boost the effective processing and promote the performance influence of citrus industrialization task in the coactions of institutions such as intellectual property protection system, profit distribution, market access system.Finally, the thesis tries to put forward the counter measures and pattern selection on the sustainable development of citrus industrialization based on legal structure systematization. The complete on the sustainable development of citrus industrialization can be realized by Multi-subject Interaction Theory, Specialty Market Chain System and Law service Ensure System.On the research of former citrus industrialization pattern, it creates a new mode called combination with production and research driving model---combination with production and research as a key, government impetus as support, and intermediary organizations as a link.This new mode can help to set up a characteristic and long-term system from production, circulation, consumerism, management, so as to realize the sustainable development of citrus industrialization from the guide, standard and ensure of the law.
