Abstract

From the year 2008, the world financial crisis shows that finance plays an important role in economic system in the opposite side. It also makes known that there is an internal rule and order in the process of financial development, and if anyone violates the rule and order, he will be punished seriously. Finance is similar with living beings which exist, develop, change and are influenced by the surroundings. From this point of view, finance is closely related with ecology.On the early December 2nd 2004, Central Banker Zhou raised the conception of financial ecology in a speech titled of "Some Law Problems Influencing the Financial Ecology Environment of Our Country". The conception "finance" and "ecology" were related together to create the new conception "finance ecology" and the new "finance ecology" is researched by more and more scholars.The financial industry is influenced by many factors, including internal factors like operating strategy, risk management, working force, and external factors like economic basis, social regulations and infrastructure. With the joint efforts of internal and external factors, different financial areas have their own characters in the process of financial development. For example, the developing speed of the east area is faster than that of west area. So it is not scientific to analyze the financial development level in the same way among different areas.Based on the conception of financial ecology environment, this thesis analyzes and appraises the present situation of financial ecology environment not only in the whole Shandong province, but also in the 17 sub-cities of Shandong province. With these analysis and appraisals, this thesis wants to reach the following purposes:First, establishing the comprehensive evaluating system on financial ecology environment in according with the current situations of Shandong province in order to set standard for evaluating financial ecology environment of Shandong province in the future;Secondly, appraising the present situation of financial ecology environment in Shandong province from the horizontal and vertical angles and pointing out the shortcomings to prepare for the next perfection step;Thirdly, evaluating and measuring the present situations of financial ecology environment in 17 sub-cities of Shandong province to analyze the whole situation of financial ecology environment in Shandong province;Lastly, listing out the feasible measures to improve the financial ecology environment of Shandong province.From the overall perspective, this thesis establishes an comprehensive evaluating system and appraises the current situation of financial ecology environment in Shandong province from the horizontal and vertical angles. The results shows that the financial ecology environment of Shandong province is improving year by year, but there is still a distance between Shandong province and the reference province Jiangsu nearby, which means it needs further improvement.From the sub-city perspective, this thesis establishes an comprehensive evaluating system and evaluates the present situations of financial ecology environment in 17 sub-cities of Shandong province using the factor analysis method. By the factor scores results, we can see that the financial ecology environment of Qingdao, Jinan, Yantai and Weifang is well, while the financial ecology environment of Dezhou, Zaozhuang and Laiwu is bad and needs further improvement.The evaluation and analysis shows that there are still some problems of the financial ecology environment in Shandong province, such as unequal distribution of financial resources, heavy intervention of government, deficiency of credit environment and law environment, and deficiency of intermediation service. In order to solve these problems, this thesis raises the following suggestions:increasing the economic growth, allocating the financial recourses efficiently, supervising the government actions, perfecting the credit environment and improving the quality of intermediation service.
