Abstract


Coordinate the development of urbanization and economic relations is an important function of government . Government action is the concrete implementation of government functions and operations of the government in the management and service of economic and social activities in accordance with the laws and regulations of the actions taken countermeasures . Therefore, from the perspective of government behavior study was to investigate how to harmonize urbanization and economic development issues are very important and necessary for a country ( region ) economic and social development will have a profound impact . Based on empirical research in Guangxi , objective description of its urbanization and economic development, relations , analyzes the reasons for this situation arising , from the standpoint of optimizing government action to coordinate the development of both the countermeasures and suggestions. Full of ideas and is structured as follows : The first part is the introduction of the topics of the background and the significance of the topic description , and from the domestic and international perspective on the previous two acts of the government and the urbanization and economic development of the theoretical results then clarify why research from the perspective of government behavior urbanization and economic development issues ; second part is the government action and urbanization and economic development -related overview , focusing on urbanization and economic development in the conduct of government analyzes and discusses the effects of urbanization and economic development to government actions to locate and requirements ; third part of Guangxi relationship between urbanization and economic development status of the evaluation will focus on analyzing the development of both disorders to local economic and social impact ; the fourth part is the urbanization and economic development, government behavior disorders cause analysis ; fifth part is to optimize the behavior of the government countermeasures thinking . This part is the core content , mainly from the three levels of the study was to investigate : the theoretical level , including the correct understanding of the behavior of bounded rationality government efforts to eliminate government behavior externality ; from a system perspective , including the reform of the household registration system reform and improve the land property rights system, reform the administrative system ; from a policy perspective , including the strengthening of administrative divisions , adjusting the industrial structure. Through the above analysis of the three levels of discussion on the optimization proposal for government action ; sixth part of the conclusion.
