Abstract


With the deepening of globalization , many public issues beyond the scope of a sovereign state , as many countries and humankind as a whole need to face the problem . In order to effectively deal with these global issues , global public policy came into being . Currently , climate change is becoming one of the most serious challenges faced by all mankind , the international community expected in the development of the core content of the global climate policy agreement agreement to to jointly curb global warming . Is very limited due to the resources of the international community to deal with these problems , therefore , how to determine priorities , establish policy agenda to address global climate change , to become the crucial aspects of the global climate policymakers . However , influenced by various factors , the current global climate policy agenda setting process , the international community is often difficult to reach an agreement , which can seriously affect the process of the human to take joint action on climate change . This article attempts to John W. Kingdon 's Theory of Multiple Streams framework by participants on global climate policy agenda setting role of the analysis of the available resources , and the problem stream, policy streams, political streams, and the three policy window of a combination of analysis, in-depth study of global climate policy agenda setting process , and then analyzed on the basis of a difficult to reach a consensus on global climate policy agenda setting .
