Abstract


With the rapid growth of financial innovation, social financial network is becoming complicated with its non-linear and self organizing characteristics. Government fiscal and economic behavior is one of the important parts of social financial system, which is also a typical complex system.Complex system involves many factors, which also have complex relationships among them, so it can hardly be approached by existing mathematical model. With the development of computer technology, researching of multi-agent simulation based on complex adaptive system is becoming an important branch of the research on complex system.In this paper, Chinese government is chosen as main target research object. Multi-agent based simulation technology is adopted to study the capital flow in financial system to improve existing financial network simulation platform. The operation result of macro-policy is simulated through Agent-based simulation, which describes government behavior in different levels and departments.First, a three-level of“central and province”government is established according to financial revenue and expenditure theory and operation in government in practice. The government is divided into three departments, Financial Department, Human Resource and Social Assurance Department and Education Department, which have close relation with individuals and corporations. Afterwards, three departments’agents are created, including event list and rule base respectively. A reciprocal relationship is built among different functional departments. Then, a multi-agent simulation system is established, and the flowing three agents, which have a capital interaction with governments, including enterprise, household and bank are also designed. By doing so, a multi-agent simulation system model with government capital flow as a core is established.Finally, according to the requirements of simulation model, a simulation system is developed based on the Java programming language. With the system, some relative experiments are implemented, and the daily economic actives of government are simulated.
