The SME clusters phenomenon is a very common economic phenomenon in the modern economic development process, Numerous of the small and medium-sized enterprises cluster system would promote the joint development of national and regional economies, enhance regional economic competitive advantage, to explore the small and medium-sized enterprises cluster system’s synergy mechanism and reveal the law of its development has a very important role in the study of economic development.Firstly, the paper reviewed related research and studies theories about SME clusters phenomenon. Based on general systems theory and complex adaptive systems theory to establish the SME clusters system complexity adaptive systems (CAS) model, To analyze the SME cluster system’s agents how to learn and interact with each other, and how to cumulative experience to form new structures and complex behaviors.Secondly, to analogy the SME cluster system co-evolution phenomenon between natural ecosystems coevolution phenomenon, has quantitative analysis the SME clusters coevolution by the Logistic Growth Model and Lotka-Volterra model.Finally, using multi-agent Simulation method modeling the SMEs cluster system, In MYECLIPSE integrated development environment combines SWARM package, using the JAVA programming language, realizing of an SME cluster system model simulation, to analyze the co-evolution process of SME cluster system and reveal their collaborative development law.
