Abstract


As China’s industrialization and urbanization process accelerated, especially in Chongqing, Chengdu and other places a national comprehensive reform of urban and rural development pilot zone, on the requisition of rural land is gradually increasing, land acquisition process has also witnessed various conflicts which led to the kinds of contradictions is the key point of land requisition compensation standards. In other words, the level of land requisition compensation standards for rural land acquisition can proceed smoothly key. While the agricultural land conversion to non-agricultural use in China from an agricultural society to industrial society, the inevitable changes in requirements, accelerating China’s industrialization and urbanization process,To take a new road to industrialization in China have a positive practical significance. Therefore, the systematic study of land acquisition in the work of today’s many problems, to sum up China’s land requisition compensation system, the implementation of the existing standard of compensation to analyze the drawbacks, and on this basis to conduct research into improving the standard of compensation, has a special significance.This paper begins by Western countries, especially Japan, Korea and Hong Kong and Taiwan from the experience of analysis and reform of our country, part of the pilot areas of practice, drawn two awareness:(1) While the collection of compensation due to "ground" this factor, but the final analysis, compensation is a human "rights" and therefore the focus of compensation amounts to a "people." The reason why the previous lack of charge compensation is the excessive focus on "land" and ignore the needs of human development along with the socio-economic development. The development of human needs, while the "ground" factors change little or not changed. This has resulted in land requisition compensation "low. "(2) In the past, we did not recognize compensation for land expropriation compensation meaning changes with the corresponding estimates with ways to change with this issue.
