Abstract


Mineral resources development ecological compensation as our current pilot areas, although there is some theoretical research and practical foundation, but legal norms mineral resources, ecological compensation system is still imperfect, environmental governance and ecological construction is still too dependent on the government, the market adjust the optimal allocation of natural resources has not been seriously problems are endemic of the lack of funding for environmental protection and can not be used for other purposes. Improve the development of mineral resources, ecological and economic compensation system is not only an important measure to improve the environmental policy and protection of the ecological environment, and is an important way to implement the scientific concept of development and building a harmonious society, it will help curb the deterioration of ecological environment, to alleviate economic development and the ecological pressure brought by the development of resources for the sustainable development of China's national economy good ecological protection. This article is based on the development of mineral resources in China to take advantage of the current situation and the impact on the environment, to explore how to improve the development of mineral resources in China ecological compensation system countermeasures. Text is divided into six parts, namely the foreword, an overview of the development of mineral resources, ecological and economic compensation system, development of mineral resources, ecological and economic compensation system is the basis of the theory of China's mineral resources development and utilization of the current situation and its impact, practice and development of mineral resources in China ecological and economic compensation system development of mineral resources in China ecological and economic compensation system is perfect. The thesis focuses on the problems in the practice of China's development of mineral resources, ecological and economic compensation system and improve countermeasures. This paper studies the development of mineral resources, ecological and economic compensation concepts, principles, basic elements, the theoretical basis of the analysis of the development of mineral resources, ecological and economic compensation. The paper described the development of mineral resources in China's relevant laws and regulations of the ecological and economic compensation, and related systems as well as the ecological and economic compensation affirmed its role, its inadequacies. Learn from the successful experience of foreign and domestic pilot based on access to a large number of domestic and foreign literature, summarized innovation through a comprehensive analysis, and recommendations from the three levels of the legal system and specific way to draw the following conclusions: (1) to establish \The main social contributions, supplemented by the operation of the market \funds available to the two stages of the exploration and exploitation of mineral resources should be levied with the nature of ecological compensation taxes, change the composition of the content of the existing taxes, adding ecological compensation factors to build China's mineral resources, eco-taxes system .
