Abstract

After the reform and opening up, Professional Farmers Cooperatives (PFCs in short), found by farmers voluntarily, have been mushrooming throughout the country under the CCP and nation’s guidance of series proper rural policy. PFCs have developed in various forms in some prosperous regions rapidly, especially in 1990’s. These cooperatives organize scattered small-scale farmers, and give farmers access to big markets as a united whole. This is significantly invaluable in enhancing organization degree of farmers, promoting the adjustment of agriculture structure, developing the rural market, increasing their income, and solving current“Three Rural Issues”in particular. With the adjustment of industrial structure in rural areas in Economic Circle around Tarim Basin (ECTB in short) and the rapid development of rural commodity economy, the contradiction between the economic activities of highly scattered family-run small farmers and unified and open and domestic and international markets becomes increasingly prominent. Confronted with many difficulties in business activities, the demand for the development of productive force in rural areas spawned a number of professional farmers cooperative economic organizations. These cooperatives, developed from the Household Contract Management System and organized by farmers in voluntary, democratic, equal and mutual-beneficial principle, take before-middle-after service for farmers’specialized production as purpose to seek and safeguard their interests. The practice of PFCs of ECTB shows clearly that the development of cooperative economic organization can not only increase the degree of farmers organizations, reduce management cost, improve the quality of agricultural products and comprehensive profits, but also promote the innovation of management system in rural areas, safeguard farmers’benefits and increase their income. However, PFCs of ECTB are still in primary stage, and are different from traditional collective economic organizations; there are also many misunderstandings theoretically and many problems practically. All of the above, to some extent, disturb the healthy development of PFC of ECTB. Therefore, how to probe the problems of PFC from theoretical perspective, so as to offer theoretical basis is an important current issue of rural economic research. The study elaborates systematically the important contribution and promotion of PFCs to the society in the background of construction of new socialist countryside; analyze profoundly the major problems existed in the development of these cooperatives and their causes so as to raise solutions and suggestions to PFCs of ECTB’s future development and innovation.
