Abstract


Since the reform and opening up policy has more than 30 years, small enterprises in China’s economic development has become a major force, accounting for the vast majority of the total small enterprises has greatly promoted the development of national economy, but also makes people’s living standards continue to be enhance and improve, in addressing the employment pressure has also played an irreplaceable role in maintaining social stability can not be ignored in the team. The number of small enterprises is very large. It made a significant contribution to society and the nation, as well as promote healthy and sustainable development of China’s national economy has made a very important practical significance.Although the government adopted a series of financial measures to improve the small enterprises financing environment, but the financing has not been soluted very well, difficulty in financing has become the biggest obstacle in China’s small enterprise development. In the international financial crisis, the domestic economy under the background of the development situation is not optimistic, making small enterprises financing more difficult. China’s large and medium-sized Banks financial institutions controls most of the allocation of financial resources, the large enterprises and medium-sized enterprise won most of the financial resources, but a lot of small enterprises is difficult to obtain formal financial resources in China, this situation determines the entity economy with the effective demand the actual supply of financial resources exist serious contradiction. For our country’s enterprises’financing difficult problems, we should review business perspective, to broaden the policy ideas, and to put the solution enterprise financing problems focus on small enterprises to come up.From our small business direct financing status and indirect financing status we can see that small enterprise both internal and external reason produce financing difficulties. The internal reason mainly including small enterprises are in small scale and lack of sufficient credit and corporate governance structure is unreasonable and information is not asymmetry, and so on. Judging from the external cause, the lack of special for small enterprises services, the small and medium-sized commercial Banks and small enterprise credit guarantee system wasn’t strong enough, and the current laws and regulations also imperfect. Because our country is in the early establishment of market system and the key period of reform financing system, just relay on some refinancing options or financing mechanisms is very difficult to solve the financing problems of small and medium-sized enterprises in China, So in order to better solve small enterprise financing. First of all, we should strengthen build the small enterprise’s self, and strive to improve their quality and prestige degree small enterprises. Secondly, we should establish and perfect the small enterprise credit evaluation system. Finally, we should constructing small enterprise financial policy system and perfect social service system, and strengthen the basic services to small enterprises.
