In recent years,the emergencies of oil spill in the offshore during the exploration,marine vessels and port pollution events,seagrass and other marine disasters happened frequently,These have brought about huge losses to our economic and people ’s benefits.because of its sudden happen,affecting a wide range, it is difficult to judge,The marine environment has an impact on the development of China’s marine economy.As ocean with integrity,liquidity,and so the emergency handling need a higher time requirements.Therefore,In the marine environment of emergency handling urgently need to establish a rapid response,interoperability, information sharing,coordinated response by the joint processing mode.Need to establish a mechanism for effective contingency of human,material and financial resources to mobilize quickly,all kinds of emergency measures to quickly converge to the marine environment,minimize the impact of unexpected events.At present the marine environment of emergency response mechanisms for emergency construction has been noticed.Mainly in the following areas:the growing emergency management and improve laws and regulations;response to the crisis has generated coordinating body to organize and command;gradually clear division of responsibilities,the department of communication become increasingly clear;emergency command platform of information technology is improving daily;Emergency database to bear fruit.Of course, in affirming the achievements of the marine environment of emergency response mechanisms for emergency building there are still many problems, mainly in:the laws and regulations,the marine environment,low levels of emergency legislation; in the leadership system,the long leadership cross-authority, unclear responsibilities;in the organizational system,the fragmentation depends on the vertical linkage,horizontal linkage lag;in technical means,the weak marine monitoring facilities,integrated emergency command platform lags behind;in participating in the main body, mainly in based government action, public participation is clearly insufficient.Relative to China, the developed countries attach great importance to the marine environment, emergency response mechanism for emergency work and has now formed a national contingency plan for emergency response based comprehensive legal system;with national and local command and coordination of multi-agency emergency response; great emphasis on emergency prevention and early warning in advance;emergency treatment of a wide range of public participation.
