Abstract


The economy in petroleum exploiting area is developing and booming because of the exploration of the oil and will be slack or even declining as the oil is exhausted. How to successfully achieve industry transformation before the oil is exhausted and then sustainable development in petroleum exploiting area? It’s a serious problem. Therefore, it is important to research the industry transformation potential. According to this research,competitive industries can be developed and the direction of the industry transformation can be decided.This paper is based on the analysis of the successful cases of industry transformation both in abroad and in our country. According to the theory of sustainable development and the theory of industry transformation,for the exist problem of petroleum exploiting area, based on the petroleum exploiting area industrial development sustainability analysis to build the analyzing method of the developing potential of renewable industry in petroleum exploiting area. Zhidan district, Shaanxi Province was taken as a case study. The result of this study can be shown as following aspects:(1)On the basis of the summary of industry development in resource exploiting area both in abroad and in our country, we figured out the major problems in industry development in petroleum exploiting area.And analyzed the sustainability of industrial development,which is supported by the mineral resources and renewable resources. It concluded that regional industrial development was not sustainable relied on mineral resource development mainly. It needed the help of regional renewable resources to support regional sustainable development.It established the methods of potential analysis of land resources, the main crops,livestock and farming industry in petroleum exploiting area. (2)Take Zhidan as an example. We analyzed the developing potential of Zhidan district. The production potential of crop plant was calculated by the stepwise correcting method and the production potential of livestock was calculated by Miami model. We came out seven characteristics industry of the corn, minor crop, potatoes, livestock,vegetables,apples and the seabuckthorn.By comparing and analyzing the different ways of these seven industrial efficiency. And aslo analyzed the potential of tourism.Through comprehensive analysis, the maximum added value of the primary industry and the tertiary industry of Zhidan district will reach 4.5 billion in 2020.(3)The direction of industry transformation should be modern agriculture, farming industry and tourism.When the oil exhaust and the petroleum industry downturn in future, the industrial output value of the entire region can maintain a fairly high level.Finally,we proposed countermeasures of the industrial transformation.
