Abstract


Reservoir water right is to solve the water shortage problem of the rational allocation of one of effective methods , China's water utilities are entering the service of agriculture transformation from mere social services for the whole track . In the case of limited water resources , is bound to follow the principle of access to higher economic efficiency , adjusting service object , the appropriate part of agricultural water and compressed into an industrial and urban water supply . In this paper, the reservoir of agricultural water rights to urban or industrial water right transfer commenced discussed. The main contributions of this research contents and results are as follows : 1, the reservoir water rights allocation discussed proposed reservoir water rights allocation principles and the basis and the specific allocation . 2 , the amount of the reservoir water right transfer has been studied for water-saving irrigation rehabilitation programs for the analysis of the ability of water-efficient irrigation and irrigation water rights transfer capability , and gives the computational model . 3 , the reservoir water right transfer prices were studied, proposed reservoir water right transfer prices constitute seven elements , and each element individually analyzed in detail , gives the corresponding calculation model . 4 , the reservoir transfer systems are discussed, and the construction of the reservoir water right transfer market were studied , obtained reservoir water right transfer market construction methods and procedures . And reservoir water right transfer procedures were analyzed.
