Education is the cornerstone of the development of a country. Our country is a country with a large population. To our country, it is more important to insist on putting education on the strategic of priority to the development, and improve the scientific and cultural qualities of the national. Thus we can really construct a country with a large number of human resources, and improve the comprehensive strength and international competitiveness of our country. Normal education is the workhorse of cultivating the teachers of primary and secondary schools, which is also the basement and an important guarantee for the sustainable and healthy development of basic education. No excellent teachers no good quality education. So every country must develop normal education well and promote the reform and development of normal education continuously. Since the merging of the universities’admissions in 1997 in the whole country, our country has canceled the difference in the charges between normal education and non-normal education. Normal education began to carry out charge system as other common education. As the development of normal education was lack of the complete cultivation plan and policy guarantee, on the impact of market economy, normal education gradually appeared the tendency of being weaken, which seriously affected the development of basic education in our country. The condition of teachers in middle.western and rural areas was worse, and it made the difference in quality of basic education between middle and western areas and eastern area, urban and rural areas was large further. And it caused the phenomenon that the condition of educational inequity in our country was worse. As the most important part of social equity, educational equity is very important and necessary to construct a harmonious society.Normal students’ free education, which was proposed in 2007, is beneficial to improve teachers’ cultivation quality and the level of basic education to some extent. It can also promote balanced allocation in whole country on teachers of basic education and make educational equity realized. However, normal students’ free education policy is according to the old experiences that solve the problems that teachers are scant and the quality of teachers is low. And the quantitative analysis is not sufficient. Normal students" free education policy has some problems in the process of making and practice, including the problems in the policy itself and brought in practice. These problems would seriously affect the effects of the implementation of normal students’free education policy. This paper, which is based on the literature research method and comparative method, is trying to invest and analyze normal students’ free education on qualitative analysis. The writer has chosen some students from Ganyu senior middle school and some normal students from Beijing Normal University as the respondents, and analyzed the influence in the senior middle school and implementation situation in the university.Aiming the problems in the policy itself and brought in practice, combining the investigation results from senior middle school and university, and basing on the reference of the reform and development of normal education in some major foreign counties, this paper proposes some policy suggestions for making normal students’ free education policy perfect,such as, lifting teachers’social status, increasing the professional atraction carrying out free and payment two kinds of normal education patterns; carrying out the policy in regional normal schools selectively and gradually; optimizing interregional educational resources distribution,trying to make educational equity realized and so on.
