Abstract


In contemporary society , the social and public health problems is one of the issues of concern of the whole society , the sudden public health incidents is because of its unpredictability , sudden and severe danger , by all levels of government , the public , scholars concern. Therefore , the government how to respond effectively to public health emergencies , the community or the public to minimize the extent of the harm suffered health emergencies , a practical issue solved by governments at all levels . The theoretical basis of this research is the knowledge of the theory of crisis management and public health , and departure from these two theories , the elaboration of the theory , the Government of the United States , the United Kingdom , and Japan in dealing with sudden public health incidents the advanced experience and for the emergency construction of China 's local governments in responding to public health emergencies and weaknesses based on the proposed construction of local governments to deal with the sudden public health incidents exploratory coping mechanisms .
