Abstract


In the social sphere, the government is dominant in each country, especially the ruling party on behalf of the Government. In order to adapt to changes in society, the government, the responsibilities of the administrative body are constantly undergoing change, only focus on administrative efficiency from the initial to the current concerns of social justice and fairness. The Chief Ethics birth of both administration development needs, but also the inevitable result of the development of applied ethics. More and more ordinary people's attention in the activities of public administration, justice and equity issues. This also reflects the administration subjects engaged in public administration activities, in the face of a variety of ethical dilemmas, and did not make decisions to realize social justice and equity. Administrative body in the administration of state affairs activities encountered exactly what ethical dilemmas?, And how to get rid of this dilemma, which is the main problem of this article to explore. First, in the introduction part of the article discusses the research status of the domestic and foreign scholars and experts on the issue of administrative ethics. Are then defined by comparative analysis of the research status related concepts, such as: administrative action, administrative action choice, responsibility and administrative responsibility. Second, articles began to focus on the the administrative acts Select predicament causes and performance. The chief subject is concerned, the reason for the behavior of the dilemma of choosing the main reason is that the value of administrative subjects faced with a variety of competing no choice. This makes administrative body caught in a moral dilemma, the behavior of a dilemma, mainly as role conflict, a conflict of interest and power conflicts. Finally, the administrative body facing the dilemma of choosing the utilitarian and deontological both theoretical analysis and the final solution. Deontology, in essence, the pursuit of justice, emphasizing the behavior that the moral obligation to rely on rational person's self-discipline.
