Abstract


As the world’s leading capitalist powers,the foreign policie of the American has deep influencean on China and the whole of the international situation."Neutral" is a basic policy to avoid European war or dispute from the beginning of United States until the Pearl Harbor in the Second World War. "Neutral" is which America can do business with both disputes that in European powers of all previous race and dispute, and stimulate the development of America economy, It is the important factor that the America has become the number one power in the world for 160 years after founding.Neutral is a foreign policy that avoid to interfere in the war, with either form a political alliance (include Military alliance). It can’t deny that the reason of the U.S.A adopt the neutral policy is the United States itself is weak, If the America intervene the European war, it may endanger its own safety. In fact, maintain and promote foreign trade is the primary reason that the United States avoid to interfere in the Europe war. Until the beginning of 20th century, the United States continues to take neutral is to keep freedom of action, to achieve the American economic expansion, and become the world hegemony. In two world wars, the United States of neutral implementation has illustrate this point. In the America diplomatic history, isolationism occupies a very important position, actually, the two "neutral" in the world war is the continuation of isolationism. However, these two neutral are differences.The article is divided into preface, text, and reference , material three parts.Preface mainly explains the scholars research situation both at home and abroad that include the neutral policy of the U.S.A in the two world war, the main contents, innovative points, theoretical significance and practical significance.The text composes by four chapters composition. The first chapter define the concept of neutral policy, and expounds its origin; The second chapter explain the neutral policy of the America in the first world war from the reason of the America take neutral in the beginning of the first world war, then take part in the war, its implementation, and the influence; The third chapter explain the neutral policy of the America in the second world war from the reason of the America take neutral in the beginning of the second world war, then take part in the war, its implementation, and the influence;The fourth chapter is to contrast the American neutral policy in the two world war, to explore the substance American foreign policy.The final part is the conclusion. also It is the essence of full text content summary and sublimation.
