Abstract

With the vigorous development of economic globalization, humanity gradually into the great era of knowledge economy. In the era of knowledge economy, knowledge capital gradually replaced physical capital to become the most important strategic resources and core factors of production. Government as the most important in the modern society, a non-profit public administrations, their knowledge resources have gradually become the most important wealth and development of the driving force. In the face of fierce market competition, the government only strengthen the management of innovation, to promote the sharing of knowledge and to improve the level of knowledge management, while the full development and utilization of government knowledge resources, in order to improve the competitiveness of the government. However, since the beginning of the era of knowledge economy, the Chinese government is facing a more complex international and domestic environment, the traditional government management and business model gradually out of tune with the new era. Governmental organizations in China to maintain a competitive advantage in a complex environment, we must strive to enhance their management capabilities and the ability to govern, and at the same time, the implementation of knowledge management has become an inevitable choice. Systems engineering and implementation process in the government in the implementation of knowledge management is a complex and arduous faced many obstacles and challenges, such as the government and cultural backwardness, rigid organizational structure, imperfect information construction, which impeded the government knowledge management implemented smoothly. How to the this stage urgent need to solve the problem as soon as possible to overcome these obstacles and challenges to become. This paper is divided into five parts: the first part, combined with the actual situation at home and abroad to introduce the background and significance of the the Government knowledge management research and analysis of the research status at home and abroad. The second part describes the basic theory of government knowledge management, including the content and features of knowledge management, connotation and characteristics of government knowledge management and government knowledge management principles. The third part discusses the feasibility and necessity of our government to the implementation of knowledge management system. The fourth part, the system factors our government obstacles to the implementation of knowledge management. The fifth part, based on combing the domestic and international knowledge management theory research, combined with the actual situation of the Chinese government, and proposed solutions to this problem, to ensure the smooth implementation knowledge management, to government management practices be able to contribute significantly to the government's management innovation, service innovation, and further enhance the level of government with the ruling Performance.
