Abstract


Quantitative assessment is a combination of quantitative and qualitative evaluation of measurement performance assessment methods for improving the evaluation results objectivity , accuracy has an important role . China's current performance appraisal system for civil servants fuzzy assessment indicators exist , the main single examination , assessment methods are simple , just pay attention to the neglect of the usual annual appraisal assessment and other problems, leading to inaccurate assessment results , unreal , can not effectively play the role of assessment and performance improvement incentives function . Therefore , it should be introduced in the civil service performance appraisal quantitative assessment methods to solve due to excessive quantitative qualitative shortage caused problems and improve the effectiveness of performance appraisal . New public management theory and the theory of the development of performance management , on the one hand for the quantitative assessment of the civil service provides a theoretical basis and technical support, on the other hand to promote the development and deepening of government reform . At this stage, China's relevant laws and regulations of the civil service performance appraisal continuous improvement , and quantitative assessment of the ideas gradually clear ; political environment to optimize , continue to strengthen public awareness of democracy ; continuously improve the overall quality of the civil service ; believe Kai technological progress. These conditions improve and mature as a quantitative assessment of the implementation of the civil service basis . China should seize the opportunity to play to the advantages of quantitative assessment method itself , establish appropriate performance evaluation of quantitative assessment of the civil service system . Articles in the feasibility analysis , based on the quantitative assessment of the civil service system presents the overall design ideas and quantitative assessment of civil servants based on the Balanced Scorecard model conceived to compensate for the lack of current civil service examination system , to reduce or overcome the disadvantages of quantitative assessment method itself , to avoid external threats to the environment , give full play to the role of civil quantitative assessment .
