Abstract


Our country is in the economic and social transformation period, the overall social transformation and personnel flow constantly social problems and contradictions of induced, causing public crisis accident frequently. This paper from the public crisis pre-warning system construction of basic concepts as a starting point, put forward the government in construction of public crisis system’s process, should be performed on the functions of government. Paper is divided into four parts.The first part of public crisis warning mechanism theory to the theory, introduces the crisis and combed the public crisis, crisis warning and crisis warning mechanism of basic concepts. And the crisis warning mechanism of constructing principle and characteristic briefly analysed. The paper believes that the crisis is to organize the survival of main endangered state, the virulent situation if cannot be handled in time or dealing with insufficient scientific and reasonable will of the group or organization subject cause certain degree of loss. Because of the crisis is destructive and warning mechanism of constructing just have realistic significance. Early warning mechanism of meaning representation in crisis warning mechanism is the cornerstone of resolving the crisis, warning mechanism can promote public evade public crisis of the reaction speed, warning mechanism, can make a crisis management subject find reasonable guard against crises approach.Second part of paper on current public warning mechanism, function of government are analyzed.
