Abstract

Report to the party's congress scientific analysis of the basic national conditions of China in the new century and new stage, that presents a series of new features in the new century and new stage, the development of our country. China is now in a critical period of building a moderately prosperous society, the development is still in a period of strategic opportunities, much can be done both facing a historical opportunity, also face risks and challenges. In a new stage of development in the new period, Hu Jintao warned civil servants to further enhance the sense of urgency, a sense of public service and thrift awareness, stressed that civil servants must firmly uphold the purpose of serving the people wholeheartedly, genuinely tangible things and good things. Seventeenth report specifically mentioned to adhere to serving the people wholeheartedly, to adhere to the mass line, to achieve the right of the people, love the people, the interests of the people. The full text of the recommendations of the 12th Five-Year Plan also stressed to adhere to the fundamental purpose of serving the people wholeheartedly. In the context of the development of the new era, my party has repeatedly reiterated to enhance the sense of public service, adhere to the purpose of serving the people wholeheartedly. Serving the people a sense of public never need to abide by China's civil service. But some civil servants to serve the people of the sense of public service in the social transformation has largely forgotten, and some even harm the interests of the people, and hurt the feelings of the people. This is very detrimental to our economic and social development. So, in the new historical period, we must vigorously strengthen the building of the civil service, and constantly enhance the sense of public civil servants serve the people wholeheartedly, to achieve our goals. Described in the first part of this paper the main Servant Thought Evolution, thereby defining the concept and content of the sense of public service, and pointed out that enhanced the value and role of the sense of public service. In ancient China, there is discussion about the Servant Thought, in the history of the development of Western political thought, Plato and Dante used the concept of a public servant. The third section presents a new era enhanced the sense of public service countermeasures of China's civil service, on the one hand, to optimize the social environment, and create a good environment to enhance the sense of public and improve laws and regulations and relevant institutional construction on the other hand, provide an institutional guarantee to enhance the sense of public service, but also improve the quality of civil servants, strengthen civil service self-restraint, and the civil service to enhance the sense of public service, and better serve the people.
