Abstract


The rise in the information age of the information revolution of the 1970s and the resultant is an important backdrop to the contemporary international relations. This sweeping global information revolution gave birth to the rise of the computer and computer network technology as the representative of modern information technology. The development of modern information technology has a huge impact on the political, economic, military, cultural and social life at all levels. The popularity of information equipment, changing the traditional acquisition, processing, exchange and transfer information in a certain extent, lead to the information processing capability to redistribute. In the diplomatic field, the extensive application of modern information technology the traditional diplomatic decision-making and diplomatic concept proposed a fundamental challenge to promote at all levels of the diplomatic changes. In this paper, from a technical dimension to study diplomacy, the text is divided into four parts in addition to the introduction and conclusion. The first part of a clear definition of modern information technology, and recalled the history of its development and its diplomacy. In 1946, the birth of the world's first electronic digital computer, opened a prelude to the development and application of computer. In 1971, Intel introduced a microprocessor 4004, the world's first \The early 1990s, the Internet rapidly growing popularity around the world, traditional geographical concept is broken, the formation of cross-border information-centric, cross-cultural, cross-language new virtual space. The second and third part discusses the modern information technology of Foreign Affairs of both positive and negative, to reveal the change of modern information technology, diplomacy. The positive impact of modern information technology diplomacy in four aspects: First, the new tools in the field of diplomatic means of modern information technology; Second, modern information technology diplomatic diversification becomes possible; again, modern information technology, foreign content some impact; Finally, the development of modern information technology to promote the concept of change of diplomacy. Modern information technology is a double-edged sword, also brought a negative impact on diplomatic active role. Information redundancy reduces the efficiency of diplomatic work, information security issues present new challenges diplomatic work, information hegemony and cyber-terrorism has brought new challenges to the international community of peace and development. The fourth part of the thesis Looking the diplomatic development trend of modern information technology environment. In the era of vigorous development of modern information technology, diplomacy towards the development of network, public and intelligent direction. Network diplomacy as a new diplomatic means to lead the new trend of the development of Foreign Affairs; public diplomacy remarkable achievements; intelligent diplomatic decision-making system to make foreign policy decisions more reasonable standard and effective. Modern information technology environment, countries should adapt to the changes of the times, to strengthen the information network technology research and development, scientific and reasonable to apply modern information technology to diplomatic practice, to seize the initiative in the new era of diplomatic activities to maximize the maintenance and promote national interests.
