Abstract


Reform of higher education in China has made tremendous achievements since the reform and opening up. However, there are a lot of contradictions and problems remain that should not be overlooked. Although China has spent much money on higher education either in educational resources or on the scale of investment, we have to realize that the lack of both international competitiveness and creative talent in Chinese universities. There are obviously contrast in achievements with the developing of education and the relatively poor quality of education. Education lags behind both other areas of social change and economic and social development do not meet the social development situation has not fundamentally changed.Therefore, improving the quality of education in China, cultivating innovative talents, or to systems of higher education management system make a fuss. It is necessary to meet the challenges of higher education of all over the world, but also to solve their own development problems. It is the necessary requirement that establishment of a modern university management system and new period of reform direction in higher education. A large number of facts have proved that in our society transition from traditional to modern for a long period of time, social development which restricted by the system and institutional barriers.Contribution of reform in the social system is the most important to the development of social and liberation of the productive forces. So, current education reform has become a broad consensus. We have made comprehensive analysis at macro and micro aspects of the current system of university management in this paper which based on the university’s building management system as the core. The study showed the management system of universities that exist in a number of drawbacks which were our basis of tried to find how to structure the university management system and propose scientific setting.The paper is divided into four parts:Part I, Introduction. Clarify the importance and necessity, the meaning and value of research ideas, the methods and the main content of study of universities management system in current. And proposed the answers to what and how to study in our study. The second part of this chapter is to define some key concepts. And explain what is the concept of system and university management system from macro and micro aspects, Respectively. And showed what is University management systems. Analyzed its causes, effects and characteristics from Universities’management systems which will make better the relationship between political and economic systems.The third part of this chapter showed the drawbacks of the management systems in Chinese universities in now times through deeply studied both from the macro and micro. And further elaborated the status, problems, and the main causes.The fourth part is the key to this paper. In this chapter we suggested of the university management system according to the previous chapter on the status of university management system analysis.
