Abstract


Modern city of grassroots community building is an important part of social management system, is the reconstruction of the relationship between state and society, the socialist market economic system, the government's strategic choices. In our country, community building is to play a leading role by the government, the government is now involved in community building have some reasonable times, but on the other hand, with the continuous development of society, due to the impact of the planned economy, China has implemented a long time \Therefore, the government's role in urban communities governance reasonable position, is the community building and development, a key factor in promoting community self-government, but also civil society in China, where the requirements of the development of democratic politics, has important theoretical and practical significance. This article is the government's role in community governance is positioned as a study topic. With the \But the continuous development of society led to the problem of governance in the community increasingly exposed, unable to meet the increasingly mature civil society and democratic politics requests, but can not meet the requirements of community autonomy. \Of community building without government guidance, but at the same time, the process of governance in the community, the government should pay attention to the appropriate use of administrative functions. This paper argues that the government should play in the community, good governance three roles: first, the community building guide. Government has to provide community governance macro planning guidance, the development of relevant policies and regulations, and supervise community development. Second, civil society breeders. The process of governance in the community, the government should pay attention to nurturing community intermediary organizations, community residents and civic culture, improve community self-organization. Third, the social resources integrator. Government should provide the community with the necessary financial support and material guarantee, while coordinating various community organizations. Government should play a good role of these three, so as to promote community self-fulfilling its functions, to achieve \In this paper, governance - good governance theory, theory of civil society and the role of government based on the theory, the use of systems analysis, historical analysis and comparative analysis of the literature data collation, governance model for the domestic and international community for a more in-depth investigation and concluded its successful experience, put forward some constructive ideas, insights and perspectives.
