Abstract


Operation mechanism of Shaanxi scientific data sharing platform is institutions arrangement to achieve the scientific data sharing platform sustainable operation. The construction experience of Shaanxi Province scientific data sharing platform has shown that the absence of operating mechanism has become the bottleneck of platform construction. Some problems during the operation of platform are mainly embodied in the following aspects: ambiguous of scientific data sources, imperfect of organization management system, lack of performance evaluation and incentive mechanism, imperfection of platform security mechanism.This paper attempts to summarize the domestic and foreign construction experience and research achievement of scientific data sharing platform, designs scientific data sharing platform operation mechanism which fit for the Shaanxi actual situation in order to provide the reference for the questions that occur in the platform construction. This paper divides four parts to research operation mechanism of the platform. The first part is organizational structure design of scientific data sharing Platform. Based on analyzing the organizational structure demands of the platform and the adaptability of virtual organization in data sharing platform management, the management model of scientific data sharing organization based on virtual organization and entity organization is constructed.The second part is performance evaluation design of scientific data sharing. The principle of data sharing platform performance measurement index system is provided. And the performance measurement index system is designed and then to create and verify the corresponding comprehensive evaluation model. The third part is incentive mechanism design of scientific data sharing platform Based on the discussion of principal-agent character of the platform, the principles, the operational mode and the concrete measures of incentive mechanism are present. And the fourth part is platform security mechanism design. Some safeguard measures of the platform from technology and policies and regulations construction were put forward.
