Abstract


Under the background of global climate change and energy crisis, Low carbon economy emerges, which aims at energy technology innovation and system innovation to smooth over climate change and promote sustainable development, and has become an important topic of the economic study in all the countries. Society is the carrier of economic development. In china, it is difficult to take the path of sustainable development suitable to china’s rapid urbanization and existing energy structure characteristic of rich coal and less oil, gas. Only through the construction of low carbon society can this problem be solved. It is the inevitable way to achieve sustainable development and build a harmonious society. Economic development in Hubei province is limited to its few resources and high energy consumption. With Hubei province as its research subject, this thesis attempts to explore public participation in the construction of low carbon society. This thesis first discusses related concepts of low carbon economy and public participation, and then reviews domestic and foreign study of these concepts to provide the theoretical basis for the study of public participation in constructing low carbon society.Based on the actual situation of the population, resources and environment that Hubei province faces, this thesis puts forward the necessity and urgency of constructing low carbon society in Hubei province and summarizes guidance and support from our government and individual participation in the process of the construction of low carbon society in Hubei province. In the fourth chapter through questionnaires the author makes a statistical analysis of such variables as public low carbon knowledge level, low carbon consciousness, low carbon behavior and the correlation between them, and also points out current characteristics and problems that exist in public participation in construction of low carbon society. The fifth chapter firstly reflected in the questionnaire of public participation problems need to educate citizens to cultivate citizens, low carbon consciousness, then pointed out that our government should offer legal, economic, information and other multiple security, vigorously develop environmental NGOs, establish community platforms for public participation in the low carbon economy to make the public voluntarily participate in the construction of low carbon society and make their contributions.
