Abstract


In 2009 the State Council approved the implementation of the \tasks. Science and technology are the core elements of the promotion of economic development , is also an important means to improve the economic quality . As the development of science and technology policy and regulations and an important guarantee for the use of science and technology for economic and social development , has become an important part of effective government management measures and public policies . Co-ordination of scientific and technological resources reform demonstration bases to Shaanxi rich but is dispersed, divided , and the separation of the state of scientific and technological resources to co-ordinate them in promoting the integration of industry , interactive development , scientific and technological resources of the central and local share of the military and civilian technology innovation , explore new paths for building an innovative regional and even innovative country . Implementation of the Shaanxi Provincial Science and Technology Innovation policy , co-ordinate reform of scientific and technological resources demonstration bases Guanzhong - Tianshui Economic Zone is an important content of Shaanxi Province, recent scientific and technological innovation work breaking point . This will be done through an integrated technology resources , change and technology Province for Technology province led western innovation and development , to achieve new breakthroughs in terms of independent innovation and regional innovation system . This article on the basis of analysis of the Shaanxi existing independent innovation policy system , based on the co-ordination of scientific and technological resources to reform the big background , drawing on the experience of technology innovation policies at home and abroad , proposed the establishment of recommendations based on the scientific and technological resources and rural reform and technological innovation policy system countermeasures .
