Abstract


The medical insurance system for long-term policy goal of universal health care , the medium-term policy goal of \Urban and rural basic medical insurance system convergence requires breaking binary medical insurance system for urban and rural split , eliminating enjoy basic medical insurance for urban and rural areas unfairness establish covering urban and rural coordinated development of urban and rural basic medical insurance system for urban and rural residents are equal enjoy the the medical security interests , and the protection and promotion of the health of the whole people , thus contributing to a comprehensive and sustainable economic and social development . Start with the background and significance of convergence from urban and rural basic medical insurance system , first used the method of theoretical analysis of the convergence of the basic theory of urban and rural basic medical insurance system , in order to lay the theoretical foundation of the study .
