Abstract


The land carrying mankind's economic construction and production activities, an integral part of the material basis of human survival and development. Arable land resources and its production capacity, stable relationship between national security and social stability. With the acceleration of economic development, urbanization and industrialization process, the amount of arable land the unquenchable reduction; the ecological the Abandoned policy implementation, industrial production, pollution, natural disasters caused by the quality of cultivated land big breaking decline. This decrease in cultivated land, the decline in the quality of the grim situation has been a serious threat to the sustainable development of the national economy and social harmony. Study the sustainable use of arable land resources has practical significance and long-term social significance from the point of view of the stable production capacity. Research based on the theory of sustainable use of arable land resources, from the guarantee optimal land-use land-use utility theory, theory from the intensive use of arable land benefits from the natural quality of the mining land production potential of land production potential theory and stable arable soil science theory, clearly define the connotation of sustainable use of arable land resources in a usable state, that all arable land in specific areas, while protecting the ecological environment and promote economic growth and social prosperity, and long-term stability of its productivity . Sustainable use of arable land resources more emphasis on the use of sustainability, coordination and fairness. Objective analysis of the quantity, quality, and changes in recent years of the arable land resources in Jilin Province, analyze the reasons for these changes, the less restrained construction land expansion, reduction of the amount of arable land for agricultural structure adjustment, three soil erosion, the decline in the quality of the arable land of ecological degradation and fertilization less balanced. Theoretical guidance and objective analysis based on the actual Jilin Province, to maintain the production capacity of Arable Land recommended that mining untouched arable land potential, expanding arable land; strict farmland protection responsibility system to ease the rate of reduction of arable land resources; implementation billions of commodity grain yield planning to ensure stable growth in food production, sustainable production capacity of arable land. The article concludes with the recommendations of Jilin Province, the sustainable use of arable land resources, increase national education efforts, improve farmland protection related laws and regulations; strict control of new construction land, the implementation of land use control system; establish farmland protection forest network, and vigorously the transformation of low-yielding fields; strengthen eastern Soil Erosion governance, prevention west of cultivated land degradation; attention to farmers to land topsoil recycling, establish farmland protection dynamic monitoring system.
