Abstract


Poverty has been a concern around the world, Since the founding of China organized a large-scale anti-poverty activities, after 30 years of reform and opening up, China's rural tremendous changes occurred. The rural minimum living security system as an important part of the social security system in rural areas, benefiting tens of millions of rural people living in poverty. Xingtai City, many poor and backward economic development, improve rural subsistence allowances system after more than 10 years of continuous improvement, basically forming a wide coverage, basic security, multi-level, sustainable development pattern. This thesis, the use of literature analysis and social survey method, starting from the theoretical basis of the meaning of poverty, classification, and comprehensive discussion of the relevant theoretical knowledge, reviewing the historical process of the system of rural poverty reduction in the premise lessons learned under the proposed new initiatives for poverty reduction in the rural system, that the rural subsistence allowances. The study found that three major issues in Xingtai City, guaranteeing that work, are guaranteeing low levels, guaranteeing that the target deviation elderly low households than. For these three issues, the author analyzes and to ask probing policy recommendations. I hope this report provide valuable information and useful inspiration for the related researchers, and solve the existing problems of rural minimum living security in Xingtai City and facing difficulties. This article consists of six chapters. The first chapter is an introduction, mainly on the awareness of the problem of the thesis that the purpose and significance of this study, the findings of the literature review, research methods, research, and this article. Chapter II of the theoretical connotation of poverty do comprehensive analysis and integration, including the meaning of poverty, the classification and the determination of the poverty line, the basic way to reduce poverty theoretical paradigm and system for poverty reduction. To give the reader a general understanding of the concept of poverty. Second, the author reviews the history of the practice of the Chinese system of poverty reduction, and pave the way for the following chapters. The third chapter describes the basic condition of the rural system of poverty reduction in Xingtai City, reviewed the course of development of the rural subsistence allowances system in Xingtai City, and then carried on the Xingtai dibao framework described. The Chapter three major issues in the the survey found Xingtai dibao implementation, and its cause analysis. Chapter Chapter, make policy recommendations on improving rural subsistence allowances system in Xingtai City. The final chapter conclusions will find a summary of the full text.
