Abstract

Of land reserve resources. With the continuous improvement of the socio-economic development in China and the level of urbanization, urban construction and the construction of various infrastructure needs a lot of land for construction. China's rural land use but also most of the existence of extensive management and land waste. With the development of urbanization, the rural surplus labor has been a lot of transfer, the rural population has also been reduced, but rural residential land is not reduced because of population declines, but continuously synchronized with the expansion of city size expansion, this problem requires that we pay close attention to and research on rural construction land intensive use. In 2005, the Plenum of the Party put forward the goal of building a new socialist countryside. Tapping the potential capacity of the new socialist countryside construction of rural land is huge, intensive use of rural land is a very good opportunity. New rural development planning is the basis of the new rural construction, good new rural construction planning is of great significance to improve the rural land intensive use, however most villages in Henan Province are currently no village construction planning, blind expansion is still in disorder in. The content of this paper: first rural settlements at home and abroad, and intensive use of land related content analysis and study, summarizes the meaning of the new rural construction, the connotation of the new rural planning and rural land intensive use connotation, and analysis of a new rural mutual relationship building and land intensive use; then to pass research and access to relevant information, and analysis of Henan Province, the status quo of rural land use problems, and solve these problems summed up the impact of factors affecting rural land intensive use, is used to select the evaluation indexes, and the establishment of evaluation index system. Finally, select a land intensive use evaluation methods to determine the weight of each indicator and the degree of intensive use of land. Paper selected in Yongcheng city in Henan province, of Kaifeng County and Changge three new rural construction planning empirical research to evaluate the situation before and after the three new rural construction planning and comprehensive evaluation value in the vertical and horizontal two aspects of comparative analysis. Evaluation studies to find out the impact of the current situation of rural land in the process of building new countryside intensive use of the problem, and analysis of these issues in the new rural construction planning changes. Also analyze the main reason for the intensive use of land affected by the new rural construction planning through evaluation studies. Evaluation studies and field surveys, as well as the content of research, at the end of this article, the proposed recommendations to improve the new rural land intensive use in the construction of new rural planning and strategy to achieve the goals of the new rural planning.
