Abstract


The 5th Plenary Session of the 16th CPC Central Committee has brought forward the new goal of socialism rural construction:“To Develop Production Capability; To Live a Rich Life: To Cultivate Rural Civilization: To Create Tidy Rural Environment; To Build Democratic Management.”The construction of a new type of socialism countryside is a significant historic task in the course of China’s modernization. For rural settlement in scenic and historical interest area, tourism development not only makes great effects to develop the resources, but also can cause problems of social economy and environment. With the development of tourism and accelerating urbanization, it has brought some kind of negative influence. As a result of the raised standards by tourist, the way of rural settlement construction ignoring surrounding environment cannot meets the need of the times. Therefore, based on current situation and prospect analysis of scenic and historical interest area, make renewal and the protection of historical context going together, and reasonable development, and work out the rational science developing pattern, so as to keep rural settlement in scenic spot long healthy survival developing down.Based on the survey and practice in the rural settlement in scenic spot, this thesis start with analysis of current situation rural settlement, determines its feasibility and necessity; and then work out the rational exploitation of integration program; finally, fix on a scheme fitting rural settlement in scenic spot, thereby ultimately targets the synthetically beneficial result maximizes. Have been based on Protection and Redevelopment content in the thesis, it suggested that some plan design procedures concretely, Work out methods of resource consolidation, redevelopment of space of rural settlement, and cultural heritage protection.Under the present stage society economic growth condition in our country, depend on the government to use large amount of fund for rural environment renewing being difficult to come true as for great majority areas. Transforming to local rural settlement, by developing a tour, promoting estate, carries out organic renewal on the rural settlement at the same time, is that one kind is practical feasible method more. Being in simultaneous protecting local rural settlement landscape and the environment like this, improving the resident living standard and the people who can improve the local rural settlement living environment, can drive the rural settlement and regional economies to develop, make it’s oneself form a virtuous circle, and thereby long healthy survival developing down.
