Abstract


Provincial urban system planning is a very important part of our country’s urban planning system. It is the fundamental basis for the provincial and autonomous regional people’s government to implement urban planning and management, rational allocate provincial spatial resources, optimize the layout of urban space and co-ordinate the construction of infrastructure and pubic facilities. It is also the pubic policy to implement the national urban system planning, guide the urban development of province and autonomous region and guide the sub-level urban planning. Thus provincial urban system planning is the direct guidance for the overall urban planning of all the provincial cities. Chapter five and six are discussions and conclusions.As China’s urbanization process is accelerating,urban planning’s role is increasingly prominent for it can be used by government to regulate urban space resources and guide urban and rural development and construction. As a consequence, the requirement to urban planning is becoming more and more sophisticated. In order to raise the level of planning, guarantee planning’s implementation, promote urban development’s goal realization and balance and mediate the interests of all sectors of society, it is very necessary to carry out the assessment of the effects of urban planning. At present, China has already started the overall planning implementation assessment and the assessment of urban planning is still in the exploratory stage. As the highest level of urban planning system, provincial urban system planning is the upper planning of the overall planning to all the province cities, and it is also the strategic guideline to guide the province’s all urban planning, thus it is of great significance to assess the planning’s results.The thesis bases on the special subject of“Hubei province urban development strategies and policy implementation assessment”, which belongs to the topic“Hubei province’s urbanization and urban development strategies guideline”of Hubei provincial department of construction and housing’s; chooses Hubei province provincial urban system planning which has been implemented for seven years as the research subject; and presents the model of provincial urban system planning assessment system; the thesis uses many analysis methods, such as AHP, expert consultation and qualitative and quantitative combination, to assess and analyze the implementation results of Hubei province urban system planning. After that, the thesis proposes some related suggestions on the formation and implementation of provincial urban system planning based on the evaluation results.The thesis is divided into seven chapters. The first chapter is an introduction, describes the subject’s background, goal, importance and related concepts, also this chapter introduces the subject frameworks and research technique methods; Chapter two is theoretical part, it reviews the related research theory; chapters three, four and five are the core chapters, the third chapter constructs the provincial urban system planning and implementation evaluation system, based on the analysis of China’s provincial urban system planning’s main components and the right now evaluation status; The forth chapter introduces the basic situation of Hubei province and the main points of its urban system planning; The fifth chapter takes Hubei province urban system planning as an example and evaluates the planning implementation effect; Chapter six rethinks the implementation of Hubei province urban system planning based on before analysis and then gives some suggestions on the planning reformation; the last chapter is the final conclusion and discussion.Through practical research on Hubei province urban system planning, and through the preliminary discussion on the provincial urban system planning’s evaluation methods and analysis framework, the thesis is trying to build a relative complete and reasonable assessment system; meanwhile, the thesis analyzes and investigates the problems in the formation and implementation of urban system planning, hopes to provide some improvement suggestions on urban system planning and provide some basis for Hubei province’s next step urban development strategies.
