Abstract


Minors Medicare is our country 's health care system an important component , along with the continuous development of society , the family's growing core of minors Medicare has an impact on the survival and development rights of minors , family life and even social stability institutional problem . Establish and improve the minors medical security system , social development needs, but also an important part of building a harmonious society . This article economics and administration from the perspective of other disciplines , for the protection of minors, health status , pointed out the need to strengthen the government in promoting a minor medical security system in the duties proposed to build a multi-level medical security minors institutional system of the proposals to establish a reasonable funding mechanism , a sound management system and standardized operation mechanism. In this paper, the use of theoretical analysis, empirical analysis , comparative analysis and other research methods , make full use of domestic and foreign minors Medicare relevant experience , combined with China's specific national conditions , the use of comparative analysis , social surveys , case studies and empirical method and comprehensive analysis and other methods , to our country minors medical security system carried out relevant research . Based on our medical problems of minors rational thinking , in-depth analysis of minors medical security system gives a scientific and feasible recommendations , explore and improve the health care system minors policy system to promote the rational financing mechanism , a sound management system and operation mechanism of the formation of norms . This innovation lies in the hierarchy of needs theory, social welfare ideology , social risk theory and institutional change theory as the theoretical basis for division of minors in the Medicare population , based on the proposed establishment of the social health insurance system, social medical aid system and commercial health insurance constitutes a multi -level medical security system system minors .
