Abstract


With economic globalization and the rapid development of the shipping industry, international shipping have become increasingly frequent, caused by sunken objects to navigation and environmental pollution problems become a worldwide topic, countries are addressing salvage problems. China's coastal and inland there are a certain number of wrecks caused by maritime accidents because, due to objective natural conditions, existing equipment and technology can not be salvaged or not been able to salvage cleared, another important reason is that the funds can not salvage implemented. As China's commercial insurance also ship or ship insured in the insurance coverage of the existing mechanisms are greatly flawed, prepaid principle, the lack of direct litigation and insurance coverage issues are so low salvage funds are not implemented.
